Randy Holbrook to Represent NC Senior Tar Heel Legislature

Randy P. Holbrook, Davidson County’s delegate to the North Carolina Senior Tar Heel Legislature (NCSTHL) reported on the organization’s recent general session held in Raleigh on October 7–8, 2025.
The session marked a significant transition as the NCSTHL elected new officers and committee chairs for the 2025–27 term. Outgoing Speaker Brinson was honored with the Elizabeth Welch Award for Advocacy by Rebecca Freeman of the N.C. Department of Health and Human Services (DHHS) Division of Aging. In turn, Brinson presented the inaugural Joyce Massey-Smith Award to its namesake, who is retiring after four decades of service and currently serves as Director of the DHHS Division of Aging.
Incoming Speaker Woody outlined a vision for the new term focused on stronger legislative advocacy, enhanced member training, and deeper partnerships with Area Agencies on Aging and senior-serving organizations across the state.
The NCSTHL, established to advise the N.C. General Assembly on issues affecting older adults, plays a key role in shaping legislation to improve seniors’ quality of life. Holbrook emphasized the urgency of this work, noting that 88 of North Carolina’s 100 counties now have more residents aged 60 and over than under 18. “The advocacy role of the NCSTHL is now more important than ever,” Holbrook said, pledging to help ensure that seniors’ needs are heard and addressed.
A 50-year Davidson County resident, Holbrook is a retired lieutenant with the Davidson County Sheriff’s Office and a retired U.S. Navy Master Chief Petty Officer with over 44 years of service. He remains active in community and faith-based initiatives, including Meals on Wheels and the Davidson County Aging Planning Committee.
