Davidson County Sheriff's Office seeks help in "Puppy Mill" investigation

In December of 2024, Deputies with the Davidson County Sheriff’s Office began an Animal Cruelty Investigation in the northern area of Davidson County. Information received by investigators reported a possible Puppy Mill Operation, that appeared to be housing dogs in unsanitary conditions.

During this investigation, it was discovered that Roger and Robin McLean were in possession of over 100 domestic dogs. Multiple Cruelty Compliance Orders were issued and Rescue Organizations assisted in treating and removing these animals from the residence.

With this large number of domestic dogs that were rescued, our rescue partners with Every Snout Counts Animal Rescue and Animal Care Foundation were able to step-in and rescue these animals. These organizations worked diligently around the clock and were able to place animals in North Carolina, Virginia and New Hampshire. Sheriff Simmons would also like to thank Safe at Last Rescue; Doxy by Proxy; Rusty’s Ranch; Love Mutts Rescue; Neshama Animal Rescue; Piedmont Animal Rescue; Crisis Dogs Rescue; Black Dog Club; Mae’s Mutts; Forsythe Humane Society; Operation Save a Shelter Dog; Animal Rescue and Foster Program; Surry Animal Rescue; East Coast Brussels Griffon Rescue; Small But Mighty Rescue and many more. Without the help of these organizations and rescue partners, we would not have been able to get these dogs to foster homes to receive appropriate care, where they will remain until adoption.

Roger and Robin McLean were charged with 26 counts of animal cruelty, violation of a local ordinance for failure with compliance and failure to have rabies vaccinations.

On June 16, 2025, Deputies with the Davidson County Sheriff’s Office responded to the Parks Pond Drive area of Davidson County and began an Animal Cruelty Investigation on several sick dogs.

During this investigation, it was discovered that Kimberly Howard was in possession of 11 domestic dogs. Ms. Howard was previously charged and convicted of several Animal Crimes and Local County Ordinance Violations in January of 2025. Ms. Howard was court-ordered not to be in possession, care, or custody of any domestic dogs.

Deputies successfully removed all 11 dogs from the residence. Howard was arrested and charged with (1) Felony count of Animal Cruelty, (10) Misdemeanor Counts of Animal Cruelty, (1) count County Ordinance Violation for failing to provide current Rabies Vaccinations, and (1) count County Ordinance Violations of being over the limit, having more than 6 dogs, not spayed and neutered.
