Thomasville City Council Budget Meeting Recessed Until Friday: Here's What North Carolina Law Says.

The Thomasville City Council has recessed its special called meeting to consider the City's Fiscal Year 2026-2027 budget and will reconvene on Friday, June 26, at 8 a.m. at 20 Stadium Drive.

City Clerk Wendy Martin notified the public Wednesday evening that the meeting had been recessed rather than adjourned and invited residents to attend the continuation of the public meeting.

For many residents, the announcement raises a common question: What does it mean when a meeting is "recessed" instead of ending?

Under North Carolina's Open Meetings Law, a public body such as a city council may recess a meeting and continue it at a later date and location without issuing a new 48-hour public notice, provided the continuation is announced during the original open meeting. State law specifically allows a recessed meeting to resume at the announced time and place as part of the same meeting.

A recessed meeting differs from an adjourned meeting in an important way. When a meeting is adjourned, it ends. Any future meeting generally requires its own notice under the state's Open Meetings Law. A recessed meeting, however, is simply a pause in the proceedings, allowing council members to continue discussing unfinished business at a later time.

The law is frequently used during budget season. North Carolina local governments often recess budget meetings when additional discussion, revisions, or deliberation are needed before taking final action. Rather than scheduling an entirely new meeting, councils may continue the same meeting on another day.

Because Friday's session is a continuation of Wednesday's meeting, the City Council may continue discussing and taking action on the proposed budget. The meeting remains open to the public, and citizens are welcome to attend and observe the proceedings.

Budget adoption is one of the most significant responsibilities of local governing boards each year. The spending plan determines how taxpayer dollars will be allocated for city services, including police, fire protection, streets, parks, utilities, and other municipal operations during the coming fiscal year.
