Lexington, NC – The Davidson County Veteran Services Office is proud to serve the brave men and women of our community who wore the uniform of the United States Armed Forces. Our mission is simple yet vital: to connect veterans, their dependents, and survivors with the benefits and resources they’ve earned through service to our country.

With certifications from the National Association of County Veteran Service Officers (NACVSO), North Carolina Department of Veterans Affairs (NCDVA), The American Legion, The Retired Enlisted Association (TREA), and the Vietnam Veterans of America (VVA)—our staff is fully accredited, well-trained, and passionate about veteran advocacy.

Why Every Veteran Should Call

The Department of Veterans Affairs (VA) is constantly evolving. New rules, policy updates, and benefit expansions can happen at any time—and what wasn’t available yesterday might be accessible today.

“The VA system is complicated and always changing,” says the director, Rick Johnson. “It’s our job to stay up to date on those changes, so our veterans don’t get left behind.”

Here are just a few of the recent changes that have significant impact in the Veteran Community.

Honoring Our PACT Act of 2022 (Signed August 10, 2022)

Formally known as the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act. It expanded VA health care and disability benefits for veterans exposed to toxins like burn pits, Agent Orange, and other hazardous substances. 

Included coverage for dozens of newly added presumptive conditions and allowed retroactive disability payments.

PACT Act Benefit Expansion (Effective March 5, 2024)

VA accelerated coverage under the PACT Act, granting immediate access to health care (including preventive and mental health services) for millions of eligible veterans—without submitting a VA disability claim first.

Major Richard Star Act (Concurrent Retirement and Disability Pay reform) (Pending in 2025 session),

Proposed to allow combat-injured veterans who medically retire to receive full military retirement pay plus full VA disability compensation, ending the offset that reduces retirement by the VA amount.  Still awaiting full enactment but with broad bipartisan backing.

Supreme Court Ruling: Bufkin v. Collins (Decided March 5, 2025),

In this case, the U.S. Supreme Court held that the Court of Appeals for Veterans Claims must apply a “clear error” standard when reviewing how VA applies the “benefit-of-the-doubt” rule in disability claims—raising the transparency and fairness of appeals decisions.
